Can You Drive in China with an Albanian Driving Licence?

An Albanian driving licence alone does not allow you to drive in the Chinese mainland. Foreign licence holders generally need either a Chinese driving licence or a temporary driving permit, depending on the length and purpose of their stay.

In both procedures, a driving licence written in a foreign language normally requires a Chinese translation. China’s current driving licence regulations require a translation issued by a translation agency or notarized by a notary office when the foreign licence is not in Chinese.

Chinese Translation of an Albanian Driving Licence

A driving licence translation should cover the full document, including both the front and back. The holder’s name, date of birth, licence number, issuing authority, validity period, vehicle categories, restrictions, codes and remarks should all be clearly translated.

Vehicle categories require particular attention because Albania and China use different driving licence classification systems. Chinese vehicle administration offices need to determine which Chinese licence category corresponds to the vehicles the applicant is permitted to drive.

In our experience, some vehicle administration offices in Beijing ask the translation to indicate a corresponding Chinese category such as C1 or C2.

Option 1: Exchange an Albanian Licence for a Chinese Driving Licence

Foreign nationals who live, work or study in China may apply for a Chinese driving licence on the basis of a valid Albanian driving licence. Under the current national rules, applicants need to provide identification, the foreign driving licence, its Chinese translation and the required medical documentation.

For a standard small-car licence, Albanian licence holders generally need to pass Subject 1, the theory examination covering Chinese road traffic laws and regulations. Current official guidance for foreign-licence conversion requires Subject 1 for ordinary overseas licence holders, with specific exemptions applying only to certain reciprocal arrangements.

Option 2: Apply for a Temporary Driving Permit

For tourists, business travellers or other short-term visitors, a temporary driving permit may be more practical. A valid Albanian driving licence can be used as the basis for the application, but a Chinese translation is still required when the licence is written in a foreign language.

Applicants for a temporary permit for a small car generally do not take the standard Subject 1 examination required for a full Chinese driving licence. Local authorities may instead provide road traffic law education before issuing the permit; Shanghai, for example, states that applicants attend traffic-law education before the temporary permit is issued.

A temporary driving permit is particularly useful for people who want to rent and drive a car during a short stay in China. The permitted vehicle category will depend on the foreign driving licence and the temporary permit issued by the Chinese authority.

What Do You Need for an Albanian Driving Licence Translation?

For translation, clear colour scans or photos of both sides of the Albanian driving licence should be provided. The entire card needs to be visible, including all edges, licence categories, codes, restrictions and handwritten or printed remarks.

A certified Chinese translation can include the translated driving licence bearing the translation company’s official seal and a company-sealed copy of the translation company’s business licence. Applicants should confirm whether their local vehicle administration office has additional requirements concerning the translation provider or format.

Chinese Licence or Temporary Permit?

A full Chinese driving licence is generally more suitable for someone planning to live in China for an extended period and drive regularly. An Albanian applicant seeking a standard C1 or C2 licence should expect to complete the required application procedure and Subject 1 examination.

A temporary driving permit is designed for shorter stays and avoids the full licence-conversion process. In either case, the Chinese translation of the Albanian driving licence is one of the key documents needed before the vehicle administration office can process the foreign licence.
