How to get China Non-Criminal Record and notarize it?

Certificate of non-criminal record (“NCR”), aka police clearance certificate and certificate of no criminal convictions, is often required for people who apply for green card, immigration, employment and so on.

Eligibility

Foreigners who satisfy the following conditions can apply for an NCR certificate:

  1. have lived in Beijing for a continuous period of 180 days or longer; and
  2. have had residence permits.

Required Documents

  • Original passport(s)
  • Photo page.
  • All Chinese residence permit / Chinese visa pages.
  • All Chinese entry/exit stamp pages.
  • Employment Permit (When applicant had working visa in China)
  • Temporary Residence Registration Form
  • Power of attorney (if applicable, most cities in China allow you to appoint a representative to apply for NCR on your behalf.)

You could go to a branch office of the exit and entry administration of Beijing Public Security Bureau to apply for NCR with the required documents.

An NCR itself may not be enough. Sometimes, you also need to provide Notary Certificate of No Criminal Convictions (issued by the notary public office) and a notarized translation of the certificate. In Beijing, there are many notary offices and you could find one nearby.

The notarization takes around 7 working days.

And in some cases, the notary certificate needs to be further authenticated by the Ministry of Foreign Affairs and the embassy of the country where the certificate is to be submitted.
