Foreigners who have lived, worked or studied in China may later be asked for a China Police Clearance Certificate when applying for immigration, employment, further study, professional registration or another overseas procedure. In China, the underlying police document is generally referred to in English as a Certificate of No Criminal Record.

What Is a China Police Clearance Certificate?
You may see the document described online as a China Police Clearance Certificate, Chinese Police Certificate, China PCC, China No Criminal Record Certificate or Certificate of No Criminal Record. These terms are commonly used to describe proof of an applicant’s criminal record status during a period of residence in China.
Under China’s national rules on criminal record enquiries, foreigners who have resided in China for at least 180 days may apply for their own criminal record information. The rules also allow an individual to authorise another person to apply on their behalf.
Can I Get a China Police Clearance After Leaving China?

What Do Foreigners Need to Provide?
For the initial review, the most important information is your identity and the period for which you need the police clearance. If you lived in China under an older passport, that passport information can also be important because your Chinese residence records may still be linked to the previous passport number.
Typical materials include:
- your current passport;
- the passport used during the relevant period in China, if different;
- Chinese visa or residence permit records;
- temporary residence registration records, where available;
- the exact period you want the certificate to cover.

Police Clearance and Notarial Certificate Are Different Documents
This distinction is important because overseas authorities sometimes use the general term “police certificate” without explaining exactly which form they expect. The police-issued Certificate of No Criminal Record is the underlying document, while a Chinese notarial certificate is a separate document prepared by a Chinese notary office on the basis of the police record.
Some receiving authorities accept the police certificate itself, while others require a notarized version for international use. It is therefore worth checking the wording of the document requirement before deciding how far the process needs to go.
If notarization is required, the notarial certificate can usually be prepared with an English translation or another required language. The format should be confirmed before processing so that unnecessary steps are avoided.
Does a China Police Clearance Need an Apostille?
That depends on where and how the document will be used. If the receiving authority requires further authentication and the destination country applies the Apostille Convention with China, the Chinese notarial certificate can generally proceed to a China Apostille.
For a destination outside the applicable Apostille system, the document may instead require the traditional consular legalization route. In other cases, the receiving authority may accept the notarial certificate without any further authentication, so an Apostille should not be added automatically.
