Hong Kong e-Apostille: Application Process, Verification and Paper Apostille Differences

Hong Kong introduced its electronic Apostille service (e-Apostille) on 1 September 2025, offering an alternative to the traditional paper-based Apostille. The new service allows eligible documents to be submitted, processed and collected electronically, making cross-border document handling more convenient.

If you need a Hong Kong document for use overseas, you may be wondering whether to choose an e-Apostille or a paper Apostille, which documents are eligible, how to verify an electronic certificate and how long the process takes. Here is a practical guide to help you understand the options.

What Is a Hong Kong e-Apostille?

An Apostille is an official certificate issued under the 1961 Hague Apostille Convention. It verifies the authenticity of the signature on a public document, the capacity in which the signatory acted and, where applicable, the identity of the seal or stamp appearing on the document.

In Hong Kong, the service is officially known as the Apostille Service, and the electronic version is called an e-Apostille. It is issued by the Registrar of the High Court, who acts as the competent authority for Hong Kong SAR under the Convention.

An e-Apostille is issued as a digitally signed PDF document containing the Apostille and the underlying document. It carries the same legal validity as a paper Apostille under the Convention.

Which Documents Can Be Apostilled Electronically?

Hong Kong’s traditional Apostille Service accepts two broad categories of documents:

  1. Public documents signed by recognised Hong Kong government officials, including:
  • Birth and death certificates;
  • Marriage certificates;
  • Certificates of Absence of Marriage Record;
  • Business Registration Certificates;
  • Certificates of Incorporation;
  • Certificates of Registered Particulars.
  1. Documents signed by a Hong Kong Notary Public or Commissioner for Oaths, including:
  • Powers of Attorney;
  • Certified true copies;
  • Declarations.

However, the electronic service currently has a narrower scope. According to the Hong Kong Judiciary, e-Apostille applications are submitted by Hong Kong Notaries Public who have registered for the service. The uploaded documents must be in PDF format and digitally signed by the notary using an accepted digital certificate.

Common documents that may be prepared through a Hong Kong Notary Public include Powers of Attorney, company documents, Articles of Association, board or shareholders’ resolutions, declarations and certified copies.

For government-issued public documents, the traditional paper-based Apostille route remains available. Applicants should check the latest Judiciary guidance before assuming that a particular public document can be processed electronically.

An important distinction: If your document was issued in the Chinese Mainland or another jurisdiction, a Hong Kong Notary Public may be able to notarise a certified copy. However, the resulting Hong Kong Apostille authenticates the Hong Kong notary’s signature and seal, rather than the signature of the original foreign issuing authority. Always confirm that the receiving authority accepts this form of notarised copy before proceeding.

e-Apostille vs. Paper Apostille vs. Scanned Copies

These three formats are often confused, but they serve different purposes.

Document format Main characteristics
e-Apostille An official digitally signed PDF issued by the Hong Kong Judiciary
Paper Apostille A physical certificate bearing the High Court’s wet-ink stamp, attached to the relevant document
Scan of a paper Apostille A digital image or PDF copy of an existing paper document
Printout of an e-Apostille A printed copy of the electronic document for reading, filing or submission where accepted

A scan of a paper Apostille does not become an e-Apostille simply because it is saved as a PDF. Similarly, printing an e-Apostille does not turn it into an original paper-based Apostille.

The original digitally signed PDF remains the authoritative electronic document. If a receiving authority specifically requires a paper Apostille, confirm this before choosing the electronic option.

Does an e-Apostille Have the Same Legal Effect as a Paper Apostille?

Yes. According to the Hague Conference on Private International Law (HCCH), an e-Apostille has the same legal validity as a paper Apostille under the Convention and cannot be refused solely because it is issued electronically.

However, the underlying document must still meet the receiving authority’s requirements. It is advisable to confirm whether the recipient accepts electronic submission, requires the original PDF or also needs supporting paper documents.

How to Apply for a Hong Kong e-Apostille

The general procedure is as follows:

Step 1 – Submit Your Documents for Review

Provide the document you wish to apostille, together with information about its intended use and destination. The document must meet the Hong Kong Judiciary’s eligibility requirements.

Step 2 – Notarisation by a Hong Kong Notary Public

For the electronic route, the document is prepared and digitally signed by a Hong Kong Notary Public registered for the e-Apostille service. The notary’s signature and seal must also appear on the document for verification.

Step 3 – Online e-Apostille Application

The registered notary submits the digitally signed PDF through the Judiciary’s e-Apostille system. The application fee is paid online.

Step 4 – Download Your e-Apostille

Once the application has been processed, an email notification is sent to the registered contact address. The completed PDF can then be downloaded through the online system.

How Long Does It Take and What Does It Cost?

The Hong Kong Judiciary normally takes approximately two working days to process an Apostille application. The Judiciary does not offer an urgent or same-day Apostille service.

For a straightforward case involving notarial preparation and an e-Apostille, the overall process generally takes around 5–7 working days, although the actual timeframe depends on the documents and the notary’s requirements.

The total cost may include:

  • Hong Kong notarial fees;
  • The official Apostille fee;
  • Translation fees, where required;
  • Service and handling fees.

The exact quotation depends on the document type, number of documents and the work involved.

How to Verify and Download Your e-Apostille

The Hong Kong Judiciary provides an online Apostille Verification service, allowing users to check the authenticity of Apostilles issued in Hong Kong. Apostilles issued on or after 1 September 2014 can be checked through the Judiciary’s electronic verification system.

For an e-Apostille, it is important to retain the original digitally signed PDF. The PDF package contains both the Apostille certificate and the underlying document as embedded attachments. If you can only see the cover page when opening the file, check the attachments panel in your PDF reader.

There is also an important download deadline: the e-Apostille must be downloaded within 21 days. After this period, the application result and document will no longer be available for checking and downloading through the e-Apostille service.

The e-Apostille itself does not have an expiry date, and long-term validation is enabled for checking the digital signature. However, the underlying document may still be subject to validity or issue-date requirements imposed by the receiving authority.

Do You Need a Translation?

Whether a translation is required depends on the destination country and the organisation receiving your documents. Some authorities accept documents in English, while others require translation into their official language.

Check the language and document-format requirements before arranging notarisation and Apostille. This helps ensure that the completed document package is suitable for its intended use.
