This guide does not apply to holders of an International Driving Permit (IDP) or an International Driving License.
Foreign visitors arriving in Shanghai can apply for a Temporary Driving Permit (Temporary Motor Vehicle Driving Permit) after entering China. This permit allows eligible foreigners holding a valid overseas driver’s license to legally drive in China during their temporary stay.
The application can be completed at the Traffic Police Division of Shanghai International Airport Public Security Bureau (Pudong Airport), making it convenient for travelers arriving in Shanghai.

Step 1: Obtain a Chinese Translation of Your Driver’s License Before Arriving in China
A Chinese translation of your overseas driver’s license is required.
To apply for the translation
- Scan or take clear photos of both sides of your driver’s license.
- Provide your preferred Chinese name (required for the application).
Processing Time
- Most languages: 1 working day
- Persian and Arabic: approximately 3–5 working days
Step 2: Prepare the Required Documents
Please bring the following documents
- Valid passport
- Valid Chinese visa or entry permit
- Original overseas driver’s license
- Two passport-size photos with a white background

The office is located near Shanghai Pudong International Airport and can be easily reached after arrival.
Step 4: Submit Your Application
Present all required documents at the counter. The traffic police officer will review your documents and process your application.
For applications submitted at the Shanghai Vehicle Administration Office, a PDF version of the driver’s license translation is generally sufficient.
However, if you plan to drive outside Shanghai, it is recommended to carry a printed copy of the translation for inspection by local traffic authorities if required.
