Planning to Drive in Beijing?
Beijing is a huge city, and for some travelers, driving can make a trip much more flexible. Maybe you want to explore the Great Wall, visit the suburbs, take a short road trip outside the city, or simply enjoy the freedom of renting a car during your stay in China.
Before you pick up a rental car, there is one important thing to know: foreign visitors generally need to apply for a temporary driving permit before driving in China. Your overseas driver’s license alone is not enough for driving on Chinese roads.
The good news is that Beijing has made the process much more convenient for short-term visitors. If your documents are ready, you may be able to apply shortly after arriving in Beijing and receive your temporary permit on the same day.
This guide explains who can apply, what documents you need, where to go, and how to prepare your overseas driver’s license translation before your trip.
What Is a Temporary Driving Permit?
A temporary driving permit allows a foreign visitor to drive in China for a limited period of time. It is designed for people who are staying in China temporarily and want to drive during their visit.
For travelers, this permit is usually used together with a rental car. In Beijing, the temporary driving permit is generally for small cars, such as C1 or C2 vehicles. In simple terms, this means ordinary small passenger cars or small automatic cars.
The permit must be used together with your original overseas driver’s license and the corresponding Chinese translation. You should carry all of them when driving.
Who Is It For?
This permit is suitable for foreign visitors who already hold a valid overseas driver’s license and plan to drive in China for a short period.
It may be useful if you are:
visiting Beijing as a tourist,
planning a self-drive trip around Beijing,
renting a car for short-distance travel,
joining a road trip with friends or family,
or staying in China temporarily and need to drive a rented small car.
If you plan to live in China long term or drive regularly, you may need to look into applying for a full Chinese driver’s license instead.
Where Can You Apply in Beijing?
Foreign visitors can apply for a temporary driving permit at several locations in Beijing.
One convenient option is Beijing Daxing International Airport. The vehicle management service station is located on the second floor of the terminal building, about 100 meters west of Domestic Arrivals. It is usually open from 9:00 to 16:00, Monday to Sunday, except national holidays.
Another option is the Vehicle Service Office at Terminal 3 of Beijing Capital International Airport. Its usual processing hours are 8:30 to 11:30 and 13:30 to 16:30, Monday to Friday. It is closed on weekends and national holidays.
You can also apply at the Vehicle Management Office of the Beijing Traffic Management Bureau or its branch offices. These offices are located in different districts, including Chaoyang, Changping, Daxing, Haidian, and Shunyi.
| Office | Address |
| Vehicle Management Office of Beijing Traffic Management Bureau | No. 18 South 4th Ring East Road, Chaoyang District, Beijing |
| Jingbei Branch of the Vehicle Management Office | Next to Beifang Testing Site, Machikou Village, Machikou Town, Changping District, Beijing |
| Jingchao Branch of the Vehicle Management Office | No. 1 Liluoying North Street, Chaoyang District, Beijing |
| Jingnan Branch of the Vehicle Management Office | No. 28 Temporary Luhua Road, Huangcun Town, Daxing District, Beijing |
| Jinghai Branch of the Vehicle Management Office | Inside Haidian Driving School, No. 69 Beianhe Township, Haidian District, Beijing |
| Jingshun Branch of the Vehicle Management Office | No. 9 Anfu Street, Houshayu, Shunyi District, Beijing |
If you are arriving at the airport and want to drive soon after landing, the airport service points may be the most convenient. If you are already in the city, a vehicle management office may be a better option.
Before going, it is a good idea to check the latest opening hours, especially before weekends or Chinese public holidays.
Documents You Need to Prepare
To apply for a temporary driving permit in Beijing, you will usually need:
your foreign passport used for entry into China,
the original copy of your overseas driver’s license,
a Chinese translation of your overseas driver’s license issued by a translation agency or notary agency,
two one-inch color photos with a white background,
and the application fee.
The official fee for the temporary driving permit is usually CNY 10. Once your documents are accepted, the permit may be issued fairly quickly. However, you should still allow extra time for queues, document review, photos, and any unexpected questions.
Why the Chinese Translation Matters
One of the most common things travelers overlook is the Chinese translation of their overseas driver’s license.
If your license is not already in Chinese, you will need a Chinese translation. The translation should clearly show key information such as your name, license number, date of birth if shown, license class, issue date, expiry date, and the issuing authority.
The translation should match your original license carefully. If the license contains abbreviations, category codes, restrictions, or remarks, those details should also be handled properly.
A clear translation can make the application process smoother and help the officer review your license more easily.
If you want to save time after arrival, you may prepare the translation before your trip. This can be especially helpful if you plan to apply for the permit at the airport and rent a car soon after landing.
How the Application Usually Works
The process is usually straightforward.
First, choose the application location that works best for your travel plan. If you arrive at Daxing Airport or Capital Airport and want to start driving soon, check whether the airport service point is open when you arrive.
Second, prepare your passport, original overseas driver’s license, Chinese translation, and photos.
Third, submit the documents at the service counter. The staff will review your application and may ask you to complete a form.
Fourth, pay the fee and wait for the permit to be issued.
Once you receive the temporary driving permit, keep it with your original overseas license and Chinese translation whenever you drive.
Validity and Driving Scope
For foreign drivers staying in China temporarily for no more than three months, the temporary driving permit can usually be valid for three months.
If your stay in China is longer than three months, the permit may be valid for up to one year, depending on your stay period and the authority’s review.
The temporary permit is generally for rented small cars only. It does not mean you can drive any vehicle type in China. If you want to drive a motorcycle, truck, or privately owned car, you should check the rules separately before making any plans.
For most foreign travelers, the permit is mainly useful for renting a small car for travel.
Travel Tips Before You Rent a Car
Driving in Beijing can be very different from driving in your home country. Roads are busy, traffic rules may feel unfamiliar, and some areas have driving restrictions.
Before you rent a car, check with the rental company about their requirements for foreign drivers. They may ask to see your passport, overseas driver’s license, Chinese translation, temporary driving permit, and payment card.
You should also check whether your planned route includes restricted roads, mountain roads, toll roads, or areas with parking limitations.
If you are planning to drive outside central Beijing, such as to the Great Wall, nearby villages, ski resorts, or surrounding provinces, make sure your rental agreement allows that route.
A temporary driving permit makes self-driving possible, but safe planning still matters.

Final Reminder
A self-drive trip in Beijing can be a great way to explore more than the usual tourist routes. With the right permit, a valid overseas driver’s license, a proper Chinese translation, and a little preparation, your China road trip can start much more smoothly.
If driving is part of your Beijing travel plan, prepare your documents early, check the office hours, and keep your permit, license, and translation with you whenever you are on the road.
